Pros: less reliance on a gunsmith, different cartridge is just a barrel swap away, a great excuse to tinker with something else

Cons: additional expense of barrel/action tools and go/no-go gauges, initial learning curve if you’re a little uncomfortable with the process, you will probably end up buying more barrels and thus negating any gunsmith cost savings

can I still get a gunsmith fit 700 barrel though
A barrel blank fitted by a gunsmith would be best, but I bet a gunsmith could make a 700 barrel work by moving into the shank/rechamber/rethread (probably not ideal). I think changing the breechface would change headspace/thread geometry so I don't think it would be a one step fix but I would have to ask a gunsmith to be sure. Bergara used to offer a barrel fitting service for reasonable price, maybe give them a call. Otherwise I recommend LongRifles Inc.
Alternatively, B14's aren't that expensive and if the caliber is the only thing you are looking to change just sell your current one and buy a new one. By the time you spend $500 on work, another $200 and you have a new B14. But maybe you are looking more for a custom spec rifle, in which case it makes sense to go to a gunsmith.
