Rifle bore sighting issues/ need help

I put a Weatherby Vanguard 300 Wby Mag together for a friend. It sports a Boyds stock thats bedded, EGW Remington 700 LA .0 MOA base, TPS low rings and a Vortex Viper HS 4-16x50 BDC scope. He just called me and related that he is maxed out in elevation in the scope and is still shooting 10" low. Everything was perfect when it left my hands. He related that it holds a nice group at 100yds but 10" low. I told him to bring me the rifle to look at once again. Im thinking either the base or the action. Has anyone else had similar problems?
 
I'm thinking base or rings.
Get the gun in a secure vise or something like it and level the action front to rear.
Now move the level to the scope tube or the elevation turret if it is flat on top. If the scope is pointing up, bubble high toward muzzle end of rifle, you have found the issue.

Either a not zero angle or bent base.

Try reversing the base on the gun if the hole pattern will allow and do the level check again.

If you can't get that done switch the rings and see if it makes a difference.
