Rifle Scopes Scope adjustment ISSUE!

I recently got a bushnell 6-24X50 FFP mil/mil scope, I put it on my howa 1500 that has a 20moa base on it and tried getting it zeroed at 100yds. I accomplished this, but I had to use 10.2 out of the 15 mills to get it zeroed leaving me with roughly 5 mills left which means no 1000yd shooting for me. The scope is setting in extra high burris tac rings making the center of the scope about 1.5"- 2.0"s above the barrel. Would the scope ring high cause this drastic take up in elevation? Your input would be greatly appreciated!! Thanks.

This. I've mounted a couple scopes on new rifles with 20 MOA bases in the last month or so. Both had a POI in the neighborhood of 18-20" high at 100 yd prior to any adjustment of the elevation turret.

Thanks for the help so far. I dont have the rifle information about the base I'll check to make sure its a canted base. Im just going off of what I remember and when looking at the base you can see a cant.
