Rifle Scopes Scope leveling help

Good morning all,
Just a few questions for yah. I mounted my scope on Warne rings using the cheap wheeler leveling kit and their FAT wrench. At 450 yards, I need to adjust 5 clicks left to be back on center of the target. I do not have an anti cant level on my scope. Should I get one or buy a better scope leveling kit? Thanks.
I should add that there was zero wind when I was shooting so it was not the wind blowing the bullets.

Nope I didn't bend the bases or lap the rings. I believe my crosshairs are not perfectly level which is why the farther out I shoot the farther to the side my groups are. I am just starting getting into longer range shooting so any help is always appreciated.
 
Definitely the best way is the shim between the turret housing and base method.

I use precision gauge pins but feeler gauges or even playing cards for shims will work fine.
Tip: If you get the shim you are using stuck, loosen one ring (the one closest to the shim) and pry up a little (just a little) on the scope to free up the shim without losing your level.

There is a thread around here about leveling your scope to your natural point of aim, versus leveling to the rifle.

Two ways you can check what is going on.

1) Hang a plumb line and check that your reticle is aligned.

2) Shoot at a shorter distance, and dial the scope up. If no wind, the rounds should impact in a vertical string.
 
We use the Badger Dead Level and a plumb bob. Once everything is set up and holding where you want, one screw at a time, remove them, localitie them, and re-install. Check with ring and scope maker for what the correct torque should be. Go back and check plumb bob one more time and you're good to go. Head the range and verify tracking (you can always run the elevation against the plumb bob to find problems before the range).
