Rifle Scopes Scope rings

I have a Remington 700 with a Millett 6-25x56. Currently I'm using a Millett base and Burris Extreme Tactical extra high rings. After putting things together, the scope seems high. Now I'm considering a 20 MOA base and another size of Burris rings. Does anyone know if medium rings will work or do I need highs?

Burris XTR rings from the bottom of the scope tube to the top of the rail have a rise of: Extra-high 1", High 3/4", Medium 1/2", Low 1/4".

I have a EGW 20moa base with XTR low rings wrapped around my Falcon 5-25x 30mm tube-56mm bell on my 700 varmint. It's very close but works. If you use the same base with the mediums, you should be fine.
