Both parts are used, but functionally perfect. The ACI ring cap is complete and will come with the single screw to attach the ACI. It does not come with the 4 top screws as these are reused from your existing mount. This is how it comes from the factory.

The ACI functions flawlessly. There are some minor marks on the side of the unit from rubbing against clothing when I had the rifle slung. You could probably touch it up with aluma black if you care.
