Same orbit also enables 'inspector' Kosmos 2543 to inspect Indias Cartosat-3 and Chinese JinJin in about same proximity as USA 245 and 2 other Russian sats one of them similar 'inspector' type also make pases of US 245 every so often . So its hard to say what is going on but there always space for Russia did it story in the media.
