So here is the outcome:
I GETTING MY MONEY BACK FROM PAYPAL!
Thanks to their "Executive Escalations Dept" who stepped in as soon as I mentioned reporting them to the UK Banking regulatior/watchdog.
They finally accepted that I had provided acceptable proof that the item was delivered (a big thanks to Austrian Post, unlike the Royal Mail who washed their hands of the whole matter once it left the UK and couldn't help get me a copy of the signed delivery note!!)
PayPal will not tell me whether they will take any further action against the "buyer" even though he never advised them that the item had arrived, just accepted the refund and kept quiet.
Thanks to a couple of other Hide members I have been able to track this bastard down to some another couple of websites in Europe where he is offering what appears to be my 4 year old Triji for sale as new.
He will not provide the serial number to anyone to enable them to check the age!

The owner/operator of the other forum has been made aware of this guy's activities but is reluctant to take any action against him without a police case being concluded against him......even though the bank account details he uses on those sites is identical to the one used to try to scam me. What is it with some people?
I do not want to breach Hide rules so have not posted the links to the other sites but will do so if Frank says it is OK.....in the meantime PM me if you want to check the guy out.
Looking forward, this is not over for the "buyer" yet.......he has more than PayPal and me looking into his activities.
If/when I hear anything else....I'll keep you posted.

My opinion of PayPal has not changed - this was a completely unnecessary episode that they created by ignoring plain evidence and being inflexible in interpreting their own Terms and Conditions.
