Sub Moa 16" barrel under $250?

If you're talking about a single 3-shot group making a MOA rifle, then there are plenty of barrel that may make the grade; but if you're talking about a true precision rifle that will do <MOA with a number of 5x5's or even better, 10x2's, then the field of capable barrels gets considerably narrowed & a lot of the low priced barrels fall by the wayside.

But if a 3 shot group horns you up, then it's a wide open field.

BA is a not a good way to go in that price range. Absolute minimum to spend is on an AR Performance. Criterion, Lothar Walther, WOA, and Rainier are the way to go in this price range.
I've always had very good results with BA and their premium series is outstanding.

I actually have one of their 16" pencil barrels on wife build that is more accurate than my noveske
 
The only problem with ARP is that he seems to have discontinued 16” socom profile, and 18” spr profile 223 wylde barrels with 5/8x24 thread muzzles.
Most of the guys wanting 5/8 threads have screw on cans that they use on a 30 cal, most of those are 10.5 or 12.5".
I originally did it to reduce muzzle swell increasing accuracy. I can't make all barrels(100 in a batch) with a 5/8 thread, they would sit on the shelves forever. If I could guess which barrels would sell better with 5/8 it would make the decision easier.

Understandable, But you’d only have 98 on the shelf. I’d buy 2 more socom profile 223 wylde barrels with the 5/8x24 threads.

I was told to post back with some results, well I got the old girl put together a few weeks ago. I shot a few groups with the scope pictured, but was having a bugger of a time adjusting the parrelax (on the front) in the cold weather. Switched to a different scope and gained 1/2 to 3/4 inch per group. I used the load data provided by @Constructor but bumped the oal down from 2.285 to 2.265 so they would run in my mag. Will two hundreths make in oal make a difference in accuracy? Im looking forward to more comfortable shooting weather, hoping that will also tighten the groups a touch. Thanks again for all your input!

I use the Pmags on my ARP .223 Wylde barrel and load as long as they'll go. My plinking round is 24 grs of Varget, LC brass and 69 gr Nosler Custom Comp bullets. They shoot .5" MOA.

To each his own. I currently own ARP barrels in .223 Wylde, .224 Valkyrie, 6.5 Grendel, 270AR, and 6.5 CM. I've also owned but sold off ARP barrels in TAC6 and .308. Every ARP barrel I've owned would print .5" MOA if I skipped the coffee on the way to the range. ARP barrels are also really easy to find an accurate load on the internet. That saves me a lot of time and money. I'm a fan of ARP barrels for those reasons.

"If I skip the coffee" ? you're dedicated! I will say its easier for me to go down a path thats been proven also. And if im 40 rounds in on this tube getting .6 inch groups, I feel like my initial question has been answered. Add one to the ARP following.
