I have a new in the box Surgeon 1086 action. There is a slight groove across the threads that is in line with the RH lug raceway. It appears the EDM wire, when cutting the anti bind slot for RH lug, went a little too deep and made a groove all the way to the front of the receiver. Then when the receiver was threaded a groove was left at the top of the threads. Is this a common occurrence with these actions or did I just get lucky.

It doesn't make any difference, there's no load carried there. The crest of the femaie thread is a clearance location in the loadpath.
There are a lot of other actions with this in it too.

As long as there isn't something on the flank of the threadform or other runout/inconsistencies you won't have issues from this particular machining artifact.

I guess I'm odd. When I pay $1200 for a $50 piece of steel, I think the $1150 of machine work should have been done without flaws. It's a good thing I'm not a Rifle builder. I wouldn't accept parts like this one and would probably go hungry.

It’s not a flaw. It’s a result of the manufacturing process.

I’m not about to go measure and compare numbers, but a hunch tells me it’s still within a 1-11/16-16 2B spec. Even if it’s not, that joint is so oversized, it’s never going to fail.

If it's only on one side, I'd be a little concerned about concentricity. I see this on some factory Remington actions and it always means that the threads are not concentric with the bolt raceway.
