The T-Plate is designed to mount to any Arca Rail on the forend of your rifle and perimeter slots have been added to attach shooting bags with straps.

Tac Table:​

To run the T-Plate as a standard tac table, simply attach the included removeable arca adaptor. In this configuration, this product will provide a rock solid platform for those improvised positions that arise on your hunt or in your competition. The T-Plate offers two 1/4-20 attachment points for range finders and/or binoculars; making this product extremely versatile to address whatever the situation may require.

That is correct there is a thumb-screw that locks it on your rifle or the supplied Arca Adapter when you want to run it as a plate. (see the attached photos below)
