First and foremost...

Solid/durable tracking

Important as well...

10 yrd capability, parallax adjustable with right hand

Reticle similar to skmr3, open center dot, .2mil tree, illumination of center dot only, true daylight to dark adjustments right side of course

Covered finger adjustable windage

I feel 10mil/rev turrets offer good spacing on the .1 detents

Locking elevation w/tooless zero stop 1mil below true zero

Best in class field of view, eyebox, eye relief

Top tier glass

Power ring adjustment standard direction, as in not backwards like Kahles
 
Ugh....I'm going to say all of those things don't exist in one package. You might find a few of those, but probably not all. Especially once you start talking right side parallax/illumination and center dot only illuminated.

Are you looking for .2mil on the elevation as well as the windage in the reticle, or windage only?

Closest I see is, the Weaver tactical 6-30. Not sure how far the parallax goes down to though.

I bounced this off a few of the tech guys at various different mfg's and got the following back:

From S&B - 5-25x56 Locking scope with Tremor III reticle

From Meopta - They went point to point and are very proud of their optics obviously :)

We have multiple reticle options. Our windage adjustments are all on the right side and illumination controls are all on the left.

Steiner:
The Steiner T5Xi 3-15x50mm (#5112-SCR Mil, #5114 SCR MOA, or #5115 Horus H59) is the closest to your customer’s specifications as far as quality and performance, but it isn’t Ambidextrous or Left-handed. The Parallax is adjustable down to 25m as opposed to the typical 50m with this model, which is what puts it most in-line with your customer’s requests.

You didn't give the range or type of shooting you're doing so I'm going to assume long range. If you can move your requirement for parallax up to 25y you'll open the door to more scopes. I think the scope that best meets your criteria is the new Kahles K525i which has parallax to 22 yards, awesome reticles and top parallax option. The new Kahles K318i might also fit the bill in a smaller package if you don't need 25x. The first scope that comes to mind when I hear 10y parallax with top tier glass is the March 3-24 or 5-40; however, both are left side parallax so that may not fly for you.

Precision rifle matches and .22lr trainer.
The 22 yrd parallax on the new kahles is a big improvement for me vs the 50yrd on the 6-24.
