Yes, in no way more or less brutal than the Cartels. As ruthless and horrific as it is, and as Col. Kurt's puts it in Apocalypse Now it's "brilliant and effective." We hail from western culture and a lineage of free thought and action, a culture where justice and mercy are idealized. Culturally their (ISIS, Cartels, Terrorists. etc..) actions are beyond our imaginations and abilities. But their horrific actions give us impetus and a rational for why they need to be stopped. Much like the realization that the Nazis were tyrants and had to be confronted. So, for every evil actor set on the stage there will be a cop, soldier, good guy who's dream it is to cut the assholes down.
 
I vacationed at a (friend's) vacation condo in Mazatlan in 1989. Converting our cash into Pesos made us millionaires five time over, and some.

The beach we were at had military guards armed with submachine guns, and the 'Pulmonias' (Mini-mini-mini (I could go on) Cabs, with open air seating, hence the Pulmonia (pneumonia) moniker) ran at about top speed between the beach enclave and the marketplace/nightclub districts.

We were strongly urged to pass up the bus trips to the Pyramids, since these were held up by banditos on a regular basis. They would board the busses with the tourists, then stop the bus out in the country and shake down the Touristas at gunpoint.

Again, this was in 1989.

It improved greatly during the presidency of Vicente Fox. He gave the country some national pride., and really improved the highway system. In the 90's I drove all over Mexico and Central America alone. Went to the most remote parts and had nothing but great times, met a bunch of nice folks. Many times I was invited to stay in their homes. With the rise of the cartels that has changed. I want to winter in Belize this year but am really nervous about driving through Mexico.

In 2008 I did an awesome tequila fueled off road motorcycle trip with buddies down to Baja. Got held up by Federalies, no guns out but they were not going to let us go without a bribe. "Maybe you bottoms iz soft like chika" announced a really fat Fedaralie with a big ass mustasho. What a cliche this guy was, fancy chromed out 45 1911 in his belt. We gave up half our funds right there pronto. Fucking crooked cops. So glad my jacket had a hidden pocket. I didn't want that to taint my view of Mexico but it's hard not to let it get to you if your an idealistic American.

It is, but its just the way things work down there. YOU probably could have gotten off with $20 each if you'd known what to say.
