I am just curious if IR aiming lasers are limited to being used only with regular night vision (e.g., Gen I, II , III), or if they will also work with thermal night vision.

True, they will not work w/ thermal, but it's helpful to point out targets to others that may be using NV only. It's often much easier to spot targets earlier with thermal. And then with NV it's much easier to identify what the target actually is.
