Seriously though, I don't put much stock into average temp, rainfall, and other random stats. I base livability on clothing. I'm curious to know how Alaska would actually rank in my little system.
What percentage of the year is the ideal dress for an average person (6'0, 185, moderate physical conditioning) comfortable wearing:
1) Jeans, long sleeves or light jacket (50-70 degrees with varying conditions of wind and humidity)
2) Shorts, t-shirt (70-95 wvc)
3) Parkas, Overalls, other cold weather gear (32-0 wvc)
4) Fuck it, I ain't going out there! (0 or below and poor conditions)
I would give Central IL something along the lines of:
35,30,30,5 respectively (+-2 in each given varying years, precipitation, and other conditions)
And I can already hear some of you crazy bastards bragging about how you hike 5 miles in 4 feet of snow to get the morning paper in nothing but your flip flops and boxer shorts...don't wanna hear it.
