They haven't any authority when:
Not on school grounds.
Not during a school function.
Not using the school name in the doing.

I've noticed this trend even locally.
I had to have a "come to Jesus" talk with an administrator myself.
They are employees of the district funded by the tax payers.(this includes principals and superintendents)
