Does the "m2 precision elevation lever" loosen up after time? Its awfully hard to use.

Everything loosens up over time!

Loosen the screw and then tighten it down again, I just move mine with my thumb, it's not loose, but it's not crazy tight either.
There is some resistance.

True. Remember the spec is only 4 inch pounds.
