Rifle Scopes Weaver Tactical Rifle Scope 3-15x Comments?

I'm really a NooB when it comes to long distance shooting and scopes. I've been offered a new Weaver Tactical Rifle Scope 3-15x mil/mil for $680. I've searched the SH achieves but haven't found anything really relevant. And.... the sale ends tomorrow.

Is this a good, usable starting scope for the money? For a Noob? Are there other/ better choices? My budget is about $800 - 900 for glass.
