I believe those numbers are sort of like a second or backup serial number.
Reason being that Leupold doesn't want to put the serial number on the outside of the box, otherwise it can easily be put on a counterfeit scope.
When the scope is sold by a vendor they are required to upload that second serial number to a data base with the FBI so they know who the scope was originally sold too, that way if it shows up in a crime or murder it can aid the Police or FBI in the investigation.
I only ever by second hand scopes because of this reason and only by private sale, as even if it was traded at gun store they are required to update this information.
All the manufacturers have to do this.
