Night Vision What is this?

I recently got this as part of a kit. I’m not sure if it’s complete, how to turn on or if it is operational. Any ideas would be great.

I think I've seen it before and played with it but I can't remember the exact details. I'm pretty sure it's a focusable IR illuminator that can be aligned with NV scope. To turn it on/off you may have to press on the switch that is on the battery compartment cover (your pictures don't show it) or press both + and - simultaneously.

Looks like an ATN 450mw IR illuminator w/ rail mount. Not great, not terrible. I liked the ones that I had but sold them almost ten years ago.
