the best you can get. You can't do any better anyways.

Doesn't matter if your talking about runout or case neck thickness. You can turn your cases down and get no variations and minimal runout, but if your not running a tight neck chamber chances are the additional case neck expansion will offset any gains of minimal variation. So, if your not turning then your just going to go with the most consistent cases you have.

ideally .001-.002 runout is what you is what you want.

.005 runout is "bad" but you can still shoot moa. and .010 runout is unacceptable.

Just sorted 112 Remington .260 cases. After measuring again, the final talley was 53 < .001", 22 > .001" but < .0015", 25 > .0015" but less than .002" and 11 = or > .002".

If I reject everything > .0015" that's a 32% rejection rate. Don't know if that's about par but sure seems high to me.

If you stick to the better brands of brass, you will probably have the vast majority be 'best' and 'good'. I just finished sorting 500 each of Lapua and Win .308 cases (all new) using the Sinclair case neck thickness tool. Here's what I got:
