I'm not surprised one bit.

I was working a job down in Mexico. I flew into Mexico City and they company that hired me provided a driver to chauffer me around.

On the way to the plant we were pulled over for speeding. Driver slips the LEO some cash and we are on our way.

I can't imagine what else they turn a blind eye to in exchange for some coin.

Until the Mexican people get fed up with the corruption, all this shit will continue.

May have mentioned this before, when talking about that shithole, but my cousin grew up in Mexico City. Both parents were doctors. She said her life was very similar to “Man on Fire”. Everything and everyone is dirty down there.

Traditionally, the Mexican oolice are paid a very tiny amount. They are expected to earn the bulk of their pay through payments from the local people. It was set up that way for at least 100 years. So, like minded people gravitate to police "work" and other gov. jobs. Mexican police rob as well, sometimes they accidentally rob Federales, the Federal Police, like they did in Mexico City a few years ago.

I got robbed of a Swiss Army knife by a Mexican policeman, only time I was ever robbed.
