Who's a good 700 builder that build one near a grand?

Just about any good builder can do one for a grand or so.
You can pick up a new rem 700 short action w/ trigger from brownells for under $400, a barrel between $300 and $350 from bugholes.com, and a recoil lug for $25-30 almost anywhere. A standard barreling job (chamber, thread, cut, crown, and install) will run $200, and you will probably look at an additional $200 if you want to your action to be trued, have the lugs lapped, bolt face squared, etc.
You're looking at $1000-$1200 for a nice barreled action unless you want a custom action, and in that case you are looking at $1500-$2000.

There are quite a few smiths out there that won't do a barrel install on a rem 700 without it being trued. Just a fair warning.
If you're talking machine work only then almost any gunsmith should be able to do it for around that price or better.
Expect $500 for action true and barrel install. If you need a stock bedded and can't do it yourself, around $250. Full rifle cerakote would be about $200-350.
Other optional stuff would be oversize/trued scope mount holes($75-90), side bolt release($150-200), muzzle brake install($125-175), and tactical bolt knob($70-100).
I'm going to go ahead and throw in a plug for Phoenix Custom Rifles here. They do amazing work, offer reasonable and accurate lead times(I think they're at like 3-4 months for a full build right now), and can do a basic rifle build(true, barrel, bed, cerakote, assemble) for right at $1000. You could save $260 and forgo the cerakote.

I had mine built by valley gun service. Cost me 200 for the barrel Install and to precision ground the recoil lug. Did not have mine trued was an extra 400.

Best bet is probably to buy the parts as mentioned in Lte82's post, and get in on the Longrifles/Chad Dixon group buy for truing/barreling the action and barrel.

Mine is local, not really known around the country as most are, but with a combined 50+ years experience in machine work and gunsmithing, I trust them as well as I do others... My 700 action trued, Krieger barrel, bolt face squared, all labor, muzzle brake, dies, brass, etc. for testing purposes, I am barely standing on a $800 bill, which is mostly paid off already due to them accepting payments with no "expected" due date.
This. You won't be disappointed. I got back a .308 I had them do up for hunting and couldn't be happier. I believe I had just about every option they offered and came in under $1k.
