You will, by my calculations, have about 34 MOA of up with a flat base. Whether this is enough UP to zero at 1000 yards I can't say. It is close to being enough. Me, I like at least 40.
If most of your shooting is short range, there is one slight advantage to having a flat base. The zero at 100 yards will be near the center of adjustment and most scopes have their best optical performance at or near the center of adjustment (equal amounts of UP and DOWN). It is a small thing really, but something to consider.
20 MOA base gives you LOTS of scope options, you never know what scope you are going to put on that rifle next and you know you have plent of UP. Who knows, maybe you will want to shoot out to 1200 yards some day! It has almost become a standard in tactical rifles to have 20 MOA canted base. But, you don't HAVE to do it that way. If you have enought UP to shoot out as far as you want, then you are ok with a flat base.
