Not really I read that order in its entirety and it looks fine to me. Russia is not our friend never has been and never will be.
The part about anyone trying to block a democratic resolution there does not bother me. However, and perhaps I took some if it wrong, but the part that basically says they can seize assets of anyone speaking out against gov policy over there is very alarming. That tells me that someone popping off on Facebook could have their assets seized simply for stating their opinions on the matter. Again, maybe I misinterpreted some of it but that's kind of what I got from it.

Hmmm. Does an opinion expressed in a Facebook post count as an action or policy that might undermine Ukrainian Governmental authority? Interesting to think about interpretations. Sec 10 is fun.

The order deals with destabilization of the interim government of Ukraine, mainly contributing to the Crimean region.
In layman's terns, Russians trying to overthrow Ukrainian rule and steal Ukrainian assets is who this order targets.
