If you have 2 kids and are on welfare you should have to either be sterilized or no more welfare for you.

I think that children should require a permit. The standards could be something like 600 SAT score and not on any kind of public assistance. We need to stop the multigenerational welfare families where the people keep squirting out more kids to get additional benefits, then when the kids are 18 they get on the public dole and repeat the process. If you’re on welfare then you are given a Norplant or similar to prevent kids for 3-5 years til you get your shit together. I don’t like the idea of giving the State this kind of authority over citizens, but the problem isn’t solving itself.
Stop the reward for additional kids.

Allow people on welfare to work if they desire to without being penalized. Lots of welfare people would go take a job at McDonalds but are told "Take a job you lose everything". How bout welfare be only used to make up the gap in living expenses instead of punishing people that would take a low skill job.

That was the history of welfare when personal responsibility and public shame existed.
There should be no public shame for needing welfare as Americans are pretty generous. We give lots to other countries (which many we should stop giving to) so why wouldnt we give to our own to some degree if they are good citizens other than hitting a down patch in life.
Ben Carson certainly paid back the welfare that helped his family when he was young by becoming the person he is.

I don't entirely agree with this. I think, if used as intended, welfare is a good thing. It was meant to be a helping hand, in times of need, to be used while getting back on your feet and then stopped. It was NEVER meant to be a lifestyle.
First off anyone suggesting you need any kind of government permission to have kids or government limits, needs to either get their head checked or head over to Communist China and enjoy their dictatorship. If you haven't a clue why the above idea is really bad...you need to get your thinking cap on.
The simple answer is that nobody has the right to demand to be given the fruits of somebody else's labour, or intellect.
Your rights are all based on others are supposed to leave you alone and no oppress you, put stumbling blocks in front of you, or make things unfair for you. That is where the rights end. Nobody owes you anything.
There is nothing actually wrong with helping people out. The problem is that the government has no business in it. The founding fathers were very clear on that point that the government's job is to provide for the national defense, make free commerce possible & keep you from getting your rights oppressed.
Charity ceases to be good the moment someone with guns is taking money from someone else and then handing it out to others who it did not belong to. That becomes a perversion and the destruction of society.
For thousands of years of human history, societies worked out voluntary programs based on religious groups, local neighbourhoods, clubs, extended families and the like where when someone got into more trouble or longer trouble then they could deal with, the others would freely help them as they were able, to make it through the rough patch and help them get back on their feet.
Also those same groups often worked together to help each other succeed even better.
That is a very important part of society and helps your society grow, thrive, prosper and evolve.
The key circuit breaker there is that since it's voluntary, and you have to be a part of the group, if you are a looser who wants to mooch, the help slows and stops. Also you usually have to be willing to help others as well to expect them to help you. You also have to usually show the others you are doing as much as you can to help yourself.
When it starts being a "Right" that people demand, well it only goes downhill from there.
Big Families can be blessing not a curse, even when you are poor. The more kids you have the more workers you have in your family, children can be productive and contribute to the income of a family from a very young age depending on the allowed circumstances and where they live. it's the modern propaganda machine that everyone listens to that tells you otherwise.
It's now that society things children are small little snowflakes that need pampering for the next 20 or more years and need the latest and greatest of everything handed to them on a silver platter and shouldn't be made to work.
We never needed the "guest workers" or "migrant waves" to "take the jobs American's won't do" because that was never a problem before free stuff became a right. You don't need a bunch of illegals from south of the border mowing your lawn, that was what you did, what your kids did or what you hired some of the neighborhood kids to do.
The move from farm life to urban life has made it more difficult, but that's not really any excuse. Your children can be busy helping you run all kinds of business ventures from the home right on their computers, instead of spending all day using them to turn their brains into mush.

our GGWG projects here are a classic example of using technology to get you into a tight knit group of humans you actually know and have real contact with & helping out others in your group that are in need, or could use a little pick me up, or picking other projects to help others that could use a little boost up the ladder.
It's an interesting view point, but do understand if anyone actually starts pushing that kind of suggestion about the government saying you can or can't have kids and how many, and if it starts looking like it is about to happen, you'll find a very large group of freedom minded folks from all walks of life will be willing to start killing as many as it takes to keep that from happening & it won't be pretty. "Bystanders" and "collateral damage" will be an afterthought.
Just step back for one minute and ask how is the government going to enforce this? Who is going to do the enforcing?
There is also no need for your draconian solutions that give the government near unlimited power over you and all other freedom loving people. When you could just simply solve the whole problem once and for all by forbidding the government from ever being in the welfare/handouts/redistribution business at all. (And then sticking to your guns to make sure the Government complies).
Your points are excellent and concerns are valid BUT something needs to change. I have concerns about the Gov telling people that they can or cannot have children BUT it is evident that many people cannot determine that having a kid is not a good thing. Having children in a welfare family tends to perpetuate the welfare issue. While there are exceptions to that I would bet that stats would indicate that a large number of kids born into welfare remain below the poverty line. As welfare expands so does the problem. Can this issue be resolved while people still have kids? Sure, at the taxpayers expense.
My approach is harsh but some solutions to difficult problems are harsh.

The Government you think should "solve" the problem with all this new "power" is the same one that CREATED the problem in the first place the moment it got "power" over your wallets. The government created the "welfare problem" specifically for power and control. If you look into all the rules, you quickly see it is designed to keep people poor and dependent on the government and unable to take a step out of the gutter.
Humans had as many children as they could for the past 7000 years+ without it being dependent on welfare.
There has always been and just as now will always be "starving children" and "Starving people" just as there are "starving animals".
There will always be "poverty" it's a fact of existence on this planet, no different than what the animals and plants at all levels deal with.
It's part of nature, that drives everything on this planet to try to constantly evolve and be the best you can be.
We are not in the dark ages where you could literally work yourself to death and your family would still die of starvation.
ESSENTIAL food and the basic actual NECESSITIES of life are the least costly they have ever been throughout all history in terms of real cost for them based on human labour cost, thanks to technological and scientific progress.
Vast quantities of food are destroyed on purpose either to keep prices high (another government / corporate welfare program), or for fear of the lawyer class suing someone over it (more keeping snakes in business). NOBODY in this country is actually going to starve without government payouts. Just clear away the rules, regulations, lawyers and kickbacks. You'll find plenty of willing folks that will be happy to distribute the extra food to make sure nobody starves.
Back before the days of lawyers messing everything up, you could eat really well by visiting the dumpsters outside the stores after closing time if you didn't have enough cash or wanted some treats you didn't normally get.
Tell the welfare class no more nothing, and if they are starving hungry, there is plenty of soup lines at a number of organizations all around the city, go get a bowl full of food, or visit a free pantry. If you want to complain about the food or about your diet, no problem, starvation will change your mind fairly quick. Once you haven't eaten for a week or two, you tend to stop being picky about your diet.
You'll find no shortage of humans willing to help their fellow humans have enough to eat and clothes on their backs.
The problem is today most "poverty" types are spoiled rotten.
Here is an example from recent history:
Back when the "Katrina" stuff was happening a bunch of the looser class got bused over to our area to help blighten the city.
One of the church groups got together and hand made nice sandwiches with top quality ingredients, all nicely wrapped in sandwich paper and put in nice bags, along with a standard bottle of generic brand filtered water and a piece of fruit.
As the "poor disaster struck" folks were getting off the buses, the volunteers were handing them these little bags of food and water.
More than half of them got thrown away by the spoiled trash who bitched and whined that they wanted a bunch of McDonald's burgers and big sodas instead. Some real honest starvation would have been a good idea to teach them about life.
Trying to guarantee the outcome for someone child or other, is a fools errand and goes against the basic rules of nature.
Many very well to do folks, worked themselves up that way out of abject poverty. Many who ODed and died in a gutter were born to wealth and privilege.
Welfare people in this country in "poverty" today are mostly a joke. "poverty" here is you don't all have your own flat screen TV, you don't have the latest iPhone and you don't have brand new expensive name brand shoes. A child born into "poverty" here is rich compared to over a billion other humans. You can't afford that ice cream you want? Get off your ass and see about helping mow lawns, carry groceries for the elderly, clean houses, walk pets, prepare meals for those that need it. All this kind of stuff used to be common place, you were a poor kid, you worked a bit of everything, collecting bottles, doing little chores and errands around town. Before the government started taking everyone's money, individuals had a lot more to share for small services done.
I agree with everything you posted but I think we should all understand the welfare culture in this country is only going to get worse unless there is some type of cataclysmic event.
I really wish people were smart enough to make good decisions but most aren’t. I have a very different perspective on families and people having children but that is not a discussion for a board like this.

1. Break the church/charitable organization.
2. Redirect the $ to .gov in taxes. Charge the former gifting $ into .gov tax $.....
3. Give the $ to the recipients and get them tit dependent on .gov.
And when the dependency group grows,
4. raise taxes to pay for it. Let the working people's taxes cover it, while ....
5. hiding the fact certain '*people*' in .gov could create bureaucracy and $ for them,
6. and former benefactors could keep more of their $ they used to give the church, and grow wealthier, more privileged, and either more powerful or in the illusion of power,
7. get involved with .gov to grow that system where they united and created what we have today.
Uber wealthy politicians giving nothing to the church and nothing to the people in taxes or charities like before,
while growing the number of dependents on .gov
and increasingly taxing working people enriching the '*POLITICIANS*' in .Gov.
thereby destroying the high ideal of Christian charity, destroying the churches, and devaluing the $ working people had so they could no longer contribute as they had in the past.
And the fat ass rich old politicians saw this, said it was well and good, and while resting, counted their swag.
While figuring out how to get more.
Their places in hell are assured. And they cant go fast enough.....
