WW 190 grain "Accuracy Reference Standard"

Hi: New guy here, I'm learning about precision rifles, have a question. I came across two boxes of Winchester Western 190 Grain HPBT Accuracy Reference Standard ammo. The box specifically warns against loading from a magazine. 190 grains seems kinda heavy for 7.62. Are these proof rounds? Are they safe to fire? Thanks! Here a pic:

Never seen that before. May be some collector value there. Might want to check around a bit more before you shoot it all up.

Thanks John, yup, I was thinking these might be out of the ordinary. I read elsewhere that Palma competitors use 190 grns with 1/10 barrels, but I thought maybe these have some tactical functionality also.
