I have the same rifle, i can hit steel out to 1100 yards and my velocity is 2570 fps, the "lack" of velocity is not your problem, the wind and drift play a bigger part than you give them credit for, even with no wind there is still .3 mils of drift @ 1000 yards ...aprox 11 inches
you could compare the measurements of the LC -LR cases and other cases fired in your bolt gun and let that determine whether or not the LC-LR brass needs to be small base resized...
