Because it's a locking turret, there are splines inside. If you aren't careful to aline the splines correctly they can be off just a bit. I may be wrong, but I think this could be where some people are getting a slight mis-alinement. The set screws can be very lightly tightened...

I had a IR Hunter MK II (similar internals to Reap IR) and a Pulsar XD38A. The difference in "picture" quality between the two is miles apart. The original price was $2K apart. When looking thru the Pulsar, it seems like it should cost less than $1K.

I would recommend looking at the leica 1600. I have one that's a few years old (I think they have improved it since then) that works great!!! It has given me ranges almost to 2K yards. Out to a mile would be no problem.
leadbullet is right. However, even "non temp sensitive powder" will have slightly different MV's with temp changes. As he said, just adjust your dope for the changes.
I would recommend paying the $10-$12 for a decapping die. I decap before cleaning and never run dirty cases thru my dies. IMO you would prep the palma brass just the same as any other.
