The public demanded the DA take action, even after LE had let her go. Remember, DA's are "elected" in many jurisdictions. They have to serve the people and meet their demands.

Agreed. I was only stating "generically" that the DA normally is the person that decides whether someone will or will not be charged. Hopefully they will, for the most part, concur with the Sheriff/LE. Sometimes, they don't, often depending on the political winds of the time.
Ask Casey Anthony and George Zimmerman about that.
Here's a case in Hillsborough County where it was just announced by the DA's office that the shooter won't be charged.
