Self correcting problem. Those of us who will never use drugs will never use them, no matter legal status. Those who are stupid, well, no great loss. They chose to use, and everything in life has consequences, good or bad. Governments do not really need to regulate shit. Society itself tends to do that very well, ie., the vigilante justice in Brazilian favelas against scammers and pedos... Remove bureaucratic tape and hoops, and one will be surprised at how well people rectify various issues in their communities.
