The most logical reason why they are doing this is probably to cover for the waves of debilitating famines sweeping through the land constantly, and tell the people that they are "temporarily facing food shortages due to the war supply needs for our courageous and victorious armies so far from home", and that it is the peoples' patriotic duty to the Fatherland to endure the "temporary hardships".
