This treatment plant was in an area that wasn't served by municipal sewer system. A few people got together to buy the treatment facility and had plans to run sewer lines for the local community. They were in contact to buy it for half a million dollars. The city/county took it to court to stop it. The judge agreed that the local government should have control of it and the city/county then paid 1.5 million dollars for it. That was ten years ago and it still sits idle because the taxpayers revolted on paying for the system at the price proposed by the government when they found out that it could have been done and only paid for by the community that it was going to serve. The original public group already had enough people signed up to connect to the sewer system that it would have been paid for by now.
I guess you also forgot that a private company that has already done the space thing cheaper than dot gov.
