Before the CIA was even formed, the Soviet NKVD and diplomatic staff had at least 200 assets who became CIA officers and assets, as well as assets inside the new West German BND. Those assets reported immediately back to Lubyanka that the silly Yankees were just trying figure out information warfare with Mockingbird, and laughed at how much fun they were going to have with it by gloving it from within.

Russians have always relied heavily on HUMINT and extensive penetration operations where they go for the head, then all the downstream entities and don’t trust the data until they have multiple sources to weed out any counterintelligence efforts.

US Office of Naval Intelligence was the only intact intel service that had experience, so there was always a lot of distrust between ONI and CIA when Langley was finally stood-up in 1947.

Putin even considered joining NATO so he could attack other NATO counties without Article 5 being invoked, but because you have to aks to join NATO, it was beneath him and would show weakness to Russians that he had to request permission to join and then wait in line behind tiny little countries that don’t matter. He told the NATO General Secretary at the time that a nation as great and large as Russia should just be asked to join.
