Now see the 2025 House CR Bill that just passed. The 2025 House CR Bill is very different. Very few earmarks. Revenue / Spending / Deficits - in gross terms are clearly addressed. Appropriations are defined in lump sums to the user entity.
Congress has undisputed power of the purse - they can make appropriations, and even appropriations for specific matters. Absent such specifics, the Executive Branch has administrative power over how the money is spent.

I had one of those "hey, wait a minute" days about 4 years ago and that's when I started buying them whole and cutting them up myself. She gets her boneless breasts and I get my thighs, both on the cheap. Win/win.
