So pretty much designed to make it astronomically expensive.

Perhaps let's do a trial run, the police will be required to personally get insurance that covers the same kind of stuff in order to carry a gun on duty.
Each bodyguard or person protecting politicians and the rich / famous will need to personally get it
All the politicians and rich folks will also need to get it if they want to have any private protection.
None of which can be paid for by the taxpayers or any raises / remuneration given to compensate for it.
