I think what should be alarming to most is that the powers that be have way too much power and resources at their disposal and it’s all hinged on the idea that people will do the right thing. Humans tend to follow the pack so one bad apple can quickly turn an entire group of people that is otherwise good into someone that will do the wrong thing. That goes for anyone.
Did you guys know they have a behaviorial system in LA that actually looks at data points of people and makes a guess as to what people will do? Or it can even look at peoples history and tell with 90% accuracy they claim how two peoples kids would be. That’s crazy. It’s like a real minority report. And to date they don’t know exactly what to do with it. I believe they use some watered down version. But as one cop said, I’m not sure what you do with that info? How do you tell a mother of a newborn that there is a chance her kid will be involved in a homicide gang related or otherwise before they are 18? Like I get it, but there is also a chance that this person will not, even if it’s a small percentage you have to let it go, otherwise we are not acting like free people. You cannot presume people will act a certain way under every circumstance. I don’t know it’s quite scary really what tools are available to some people. And we still haven’t figured out yet if we should even be using them but so far it appears that in some instances they may very well be. I for one think tools like this cause more problem than they do good. If they worked then they’d be able to stop a lot of things that have already happened. But I also do not believe we should do away with free will. All of this is quite terrifying really but I can see these tools being used for harm in the future.

Considering the earlier report of it being a wife/ex-wife who did the red flag, then the report that it was a "friend" who did it, and now these let's-not-give-a-really-clear series of "reports" from the media? Nobody should be drawing conclusions until facts are out, including formal reports and evidence. Wouldn't be the first time some dickhead and 4Chan collided to spread fuckery of epic proportions. That said, the PD is obviously being deceptive and manipulating their own release of information. That could mean damage control, ineptitude, or corruption. Statistically my money would not be on simple honest damage control.

Getting your Technician HAM license only takes about 8 hours of study. That and a $30 Baofeng and you are in business....
Get the Audio CD version of the book and listen to it while you commute to work and back a few times and you are probably good.
The full list of questions for the ham tests are online. You can literally take the test a bunch of times until you're confident you will pass. Worked for me, currently have general, still need to do extra.

No but if you dont operate one now, you wont be able to if/when the SHTF. Using your gear, making contacts, figuring out what frequencies or repeaters get the most traffic and when, what frequencies public agencies use in your area, etc. etc. If you think you can buy a radio and know how to use it when the time comes you will be mistaken. Its worth having a license.
Yes and right now "playing by the rules" with radio is pretty easy to do and not cumbersome.

So I am naive on the subject but am trying to learn, so no disrespect towards you.
1:if you are messing around for 5 minutes how they going to catch you?
2: it is my understanding that a license is not needed for some frequencies, so what is the harm of "practicing" on those frequencies to get proficient in operation of equipment.
3: not sure where you live but for me this scenario is easy for me. What if you and a group of buddies go out to BFE 150 miles from nearest city and practice?
4: am I wrong in thinking that a license is just a way to "track" you. I am no conspiracy theorist but I fail to see the reason for a non-commercial entity to be required to have a license.
I don't think you need a license if all you plan to do is listen. You can learn an awful lot about spectrum usage, popular bands/channels, using your radio, antenna design, etc by just listening. You can listen to any frequency you choose. No license necessary and no restrictions.
However, much like any other hobby, being a passive participant gets boring. You also cannot learn about the issues with transmitting without doing so. Getting your technicians and general class ticket is a snap. There is no reason not to do it.
Radiating without a permit and getting caught is dependent on many factors. Usually it is because you become a known nuisance. However, with the license as easy to get as it is, why not get it and remain legal.

1.) They won't, probably. Unless your voice is recognized, you're right next to an enthusiast and he realizes, "Heyyo!! That's coming from right over there somewhere!", or by sheer luck on the part of the folks who like to hunt down violators as a hobby or profession.
2.) FRS is unlicensed but has wattage restrictions which can be violated with the Baofeng radios. I like to have a single UV-5R with only FRS channels that constantly scans them. Lets me know when anyone is talking on your garden variety radios from walmart/academy/whatever. 9/10 it's poachers somewhere in my area, running dogs on private property they don't have permission to be on. The other 1/10 of the time it's Mexicans/Cubans talking about food, chores, or trucking.
3.) Out in BFE people like me will be most interested in what you're doing, since there ain't much else going on =)
4.) Licenses are stupid.

Your typical kid that was a hall monitor in school... and yes there are tons of them and they are really all into themselves.

The license can track you, but as @Gunfighter14e2 has proven, people with the right equipment can pretty much fingerprint your radio and match up transmissions from it, unless you modify it.
Having the correct license allows you to talk with people all over the world freely.
Considering the cost is next to nothing and the effort is very similar, I don't see a reason why you shouldn't play by the rules and get a license and then when you get advanced, if you want to step off the reservation carefully, well by then you should understand what is going on and make your own informed decisions on what to do.
Another important point is that in many areas there is a very helpful community of amateur radio users that are very happy to help you learn, offer advice, help you experiment and improve your transmitting and receiving skills, as long as you are decent and play by the rules.
Also going to take your test may introduce you to some very good folks you might make a connection with.
When I took my 3 tests, each time the volunteer examiners were good hard working conservative salt of the earth types that you'd want to hang with. (The group I tested with was pretty small tight night group, so it was meet up at a Whataburger and eat dinner while taking the test and then they texted me with my call sign information several hours after the first test as I recall).
Also while it seems kind of pointless at first, doing all the studying for your test will actually teach you quite a lot of things you might not have thought about as well as open your mind and imagination to the possibilities. (By the time I tested for Extra, I was having visions of living in a cabin in the woods and winding my own coils by hand HA!
)

Work has gotten in the way of sitting for my first exam as they only have them on Saturdays here, but I picked up a yaesu FT60 and have really enjoyed setting it up for local repeaters and listening in. Itching to hit the TX button for the first time (other than accidentally!). Wife thought I was a kook initially but has taken an interest since actually hearing stuff when scanning.

I feel communist boots on my neck everytime I get paid, especially when my own money is being used against me. I ain’t rich but 37% of my check is gone before I even get it. The positive of this mess? If true that people were responding and arising for the defense of this man. Then that says loudly, people are pissed and ready to respond. This is a major positive. A dangerous positive, but a positive none the less. The Govt and mostly the left have spread dry kindling everywhere, so one small spark and they may just get what they want.
It means you or we are not alone. And the Govt. knows it. Dangerous times so, keep both your cool and your resolve and we shall win the day. JMHO
Look on the bright side. It lines the pockets of the privately owned federal reserve and keeps our part of the beast fed.
