There were times when I was dealing with a suspect that a partner came up to me and said, "hey man, I got this, take a step back." And times where I did that for them.

They were moving him to a 3rd precinct squad. Park Police would not make the arrest or transport. They are separate and were there only to assist because they were close by. The Parks precinct is technically Mpls police, but run by the Parks Board and they patrol the parks and lakes, not respond to these types of calls unless assisting. This is why he was walked across the street.
