Not to defend the practice, but I think in some cases that's how they get around some of the manufacturer advertised minimum price stuff. It's the same with a lot of the sites that have really low prices, below MAP even, that make you email them for a quote.

It's the same if they say "Call to get our best price" it's because they don't have to play by the MAP rules if you call and they give you a price because they are not "advertising" it.

I just can't stand the "enter to cart to find the price" . I feel like half the crap I'm looking at i have to do that for and it's obnoxious. You aren't tricking me to buy the item, if anything you are losing me off enough to go buy it somewhere else out of spite. Just list the fucking price.
The reason for this is that the brands set a MAP price that must be on the site. Some brands will allow the dealer to offer it at a lower price in cart but must be at MAP on the product page
