Not to defend the practice, but I think in some cases that's how they get around some of the manufacturer advertised minimum price stuff. It's the same with a lot of the sites that have really low prices, below MAP even, that make you email them for a quote.
It's the same if they say "Call to get our best price" it's because they don't have to play by the MAP rules if you call and they give you a price because they are not "advertising" it.
