    It is semantics. The statement was "oldest commissioned vessel still afloat". The Victory was commissioned earlier, and it is the oldest commissioned, but it is a drydocked museum and thus not afloat.

    Depending on year purchased some states didn't issue titles you simply got a pill of sale from the seller. Some like TN don't normally issue titles and tags for private trailers to this date.
