Weird! I've got something very similar thing going on with my nearly new Remington 700 5R in .223. One round in 5 requires an extra tug to pull the bolt back and maybe one in 15 requires hammering the bolt handle back to start the extraction of the fired case. (Just using my hand so far.)...

+1 for 6.5x55 Improved. Mine only had a 30-degree shoulder, so it's wasn't the full "Ackley" treatement, but it was a superb performer. Unfortunately, it was hobbled by being built on a short action. I'm actually thinking about doing it all over again, but on a long action this time.

I tried RL-15 in one of my previous guns (also 6.5x47L). So far, I'm liking RL-17, but don't have long-term experience with it.

No problems. I just sight over the top of the rail. I've got good eyes! :) P.S. I do get slightly better results when the IOR 3-18x42 FFP is mounted on the rail.

+1 for Weaver Grand Slam. They have very accurate and repeatable tracking. At this price point, tracking is more important than optics. (Good optics cost W-A-Y more than $250.) Sightron uses a similar tracking system, but they're more expensive. ($700+) Bushie 3200 10X would be my second...
