Rifle Scopes Élcan specterDR 1-4 power question

I've got my mind set on one of these. But my question is, is the 1power setting a true one power? Like an aimpoint m68?

It is 1.x, but it does not have the unlimited eye relief/parallax free use of a true reflex sight.

The Elcan review is half way down the page. It is one of my favorite 1-4x scopes.
