Building collapse on east coast of florida

Heard a bit on the radio this morning. They were saying residents reported cracks appearing around the pool deck a year ago and that they knew it was sinking at that time about 2mm a year, doesn't sound like much but over 40 years it adds up.
 
This just officially came out in MSM...along with 159 missing now.

Yes, I saw the article confirming my diagnosis. Now on to take advantage of the next crisis without actually accomplishing anything.

SURFSIDE, Fla. (AP) — The oceanfront condominium building that collapsed near Miami had “major structural damage” to a concrete structural slab below its pool deck that needed to be extensively repaired, according to a 2018 engineering report on the building.

 
Building was sinking for years , just wondering what the effect would be on that building if a 3.9 magnitude earthquake off the coast of Florida would of jiggled it just a bit over the edge.

“The main issue with this building structure is that the entrance drive/pool deck/planter waterproofing is laid on a flat structure,” the email stated. “Since the reinforced concrete slab is not sloped to drain, the water sits on the waterproofing until it evaporates. This is a major error in the development of the original contract documents prepared by William M. Friedman & Associates Architects, Inc. and Breiterman Jurado & Associates, Consulting Engineers.”
