It means corporations will control the surveillance and distribution of money and not the government. The government will then pay the corporations with your tax money to access that surveillance and control.
If they had any intent of preventing the stuff people are concerned about happening when central banks implement centralized digital currencies then they would explicitly enshrine people's privacy rights as law. However that is not what they want.
What they want is to simply buy the services(making a profitable market place the government gets to choose the winners and losers of) and then to buy all the awful shit they want to do as a service rather than having it be transparent to the public, or controllable by congressional oversight etc.
I'm against CBDCs, but this doesn't really rule out CBDCs it just privatizes them.
