Rifle Scopes Clarification on measuring for rings from base needed.

When measuring for rings with the [rail height + ring height] - [bell diameter x 0.5] formula do you measure from the bottom "valley" of the base or from the top of the sides?

From the middle I get .365, from the outsides I get .535.

Also I'm going to assume there will be a little extra clearance at the bell with the 20moa cant?

You will have less clearance with a canted rail, the scope is tilted down.
