Probably because the cop was being a a hole and not letting the guy over when the right lane was closing ahead…any normal person would have slowed down so he can merge before the construction area

Or, the jackass that wanted over could have also slowed down.
The merge from lane has zero right of way.

It wasn't the cops responsibility to create space for someone trying to pass on the right and then forcefully (cut off) merge.
