How come Cops don't stand up to other cops

So. Who was the guy in the car to the chief? Was his motivation trying to be a dick the cop or trying to get his buddy out of trouble?
He was the chiefs designated driver, that's why he was so pissed now how does he get home from the bar?
Gang affiliation - the price of admission is no matter what you back your fellow members play to the end without question . It’s a very high level of psychosis.
Imagine a friend of yours your best friend or even your brother just opened fire on a car - even his own car on a busy street for no reason and told you to open fire on it as well- with someone inside no less . Would you without question just start blasting away at said car with person inside ? No probably not because you are not fucking insane and indoctrinated into the gang pledging blind allegiance.

Could you ever enforce the laws of tyrants? Would you serve and protect a corrupt gov’t and violently push the will of evil politicians onto the masses? What about committing “legal” armed robbery and piracy to the detriment of the people and to the benefit of the state? Police officers do this everyday. Lowest of the low.
Is there more to the story? If the chief is off duty and drunk, is he interfering with police doing their job? Was he on duty and drunk? From what I saw I was hoping the chief would have been tazed and cuffed in the street.
Reinforced by the gang mentality of it's us against them. Everyone is trying to kill us every day so we need to stick together. Then dress them up everyday like they are going into combat.
