Gunsmithing Info Needed, Cost to get started?

I was talking with the shop foreman today, and we got on the subject of company expansion possibilities such as building LR rifles. I was instructed to design and present a business plan for the upper management within the next two weeks. So I pose the question;

Without including materials such as actions/stocks/barrels/etc, What would the overall cost be for licensing and other necessary BATFE forms?

I think it would be $200 for a FFL for three years, and then a $150 three year manufacturing license.
