Col Milburn never stated that the entire Ukrainian Army has lost 70% of its personnel. He was referring to some units which are seeing losses as high as 70% near the front lines at Bakmut.
He also didn't say that the Mozart Group is pulling out, only that they are having trouble securing billeting at commercial billeting sites in the Donbass, as many of the hotel owners have heard on telegram that the Russian's are targeting places where the Mozart Group has stayed.
