Is this a good budget Ar-15 ?

Just buy a completed lower from a reputable manufacturer and then look for an upper that fits your needs. Once you get both, pull 2 pins, put them together and off to the range you go.
any idea which upper this is? or how to get this style of AR ? Looks awesome very military grade

Yeah, it's a whatever with an old ass quad rail. Not that there's anything wrong with that. To answer your original question about what's a good bargain rifle, here's how to get one that needs less $ after the sale. I'm in agreement with everyone about just buying a good upper so:

Then ask about RDS and BUIS and once you've shot it, ask about a new trigger.
 
I know Armalite isnt the same as it used to be but this seems like a decent gun for the price..especially in this market! Also love the slimmer handguard!

Manufacturing has improved greatly in the last 20 years. Most guns will shoot MOA or better with the right ammo. But, where most low-price guns cut corners is the trigger. Pay attention to what the gun is chambered for. If it's chambered for .223, then that's likely what it will shoot best. If it's 5.56x45 chamber, then expect that to be the best round to use. A .223 Wylde chamber gun that's done right will shoot both equally well.
